The SAPO prosecutor, based on NABU materials, has submitted an indictment to the court regarding 11 individuals involved in a criminal scheme for selling seized assets undervalued at over UAH 440 million. These assets were seized in criminal proceedings and transferred to ARMA management.

Among the accused are:
the former head of ARMA;
the former head of the asset management department of the central apparatus of ARMA;
the former director of the state enterprise “Setam”;
a specialist in the business development department of the state enterprise “Setam”;
two appraisers;
the founder and director of a private company;
four lawyers.
During the pre-trial investigation, it was established that the organizer of the crime, acting together with the head and officials of ARMA, in collusion with representatives of the state enterprise “Setam”, private companies, and other individuals, organized a corruption scheme for selling assets at undervalued prices through the trading platform of this state enterprise. These assets were seized in criminal proceedings and transferred to ARMA management. The organizer of the scheme effectively ensured control over ARMA’s activities—from transferring the seized assets to their sale.
“According to the scheme, ARMA officials provided justification that the respective seized assets belonged to those that are difficult to manage without undue difficulties, hard to store, or quickly deteriorate and may lose their value. These assets were valued at prices significantly lower than the market value and were put up for electronic auction. On their part, representatives of the state enterprise “Setam”, who organized these auctions, ensured that the pre-determined private company won,” noted SAPO.
The investigation identified four episodes of criminal activity, namely the sale of:
three plots of land in the Odesa region, purchased for the construction of retail network stores (whose real value was significantly reduced);
2.6 thousand tons of river sand of medium and small fractions in the Kyiv region (the cost was reduced by more than 6 times compared to the market value);
over 4.5 thousand tons of urea (the cost was reduced by almost 5 times);
grain, cereal, and oilseed crops (the cost was reduced by 4 times).
The total damages resulting from this criminal scheme amount to over UAH 440 million.
SAPO noted that the investigation of the case was completed on June 30, 2023. Since then, the defence has been reviewing the materials.
According to media reports, the individuals involved are former ARMA head Anton Yanchuk; former director of the state enterprise “Setam” Viktor Vyshnyov; former head of the asset management department of the central apparatus of ARMA Vitaliy Riznyk; lawyers Andriy Dovbenko, Olha Riznyk, Oleksandr Chernyshov, and Oleksiy Koronskyi; and two appraisers Mykola Varush and Andriy Kudlay.
